The following information accurately describes the K&B Transportation, Safety & Compliance Administrator job aspects. The overall function of this position is to assure strict compliance with all Federal Highway regulations pertaining to hours of service, including training and education of drivers, monitoring of hours of service levels through the use of a daily report, counseling of drivers on audit discrepancies, through input of all log information for system analysis on a daily basis. Additionally, this position encompasses other critical safety functions such as accident investigation & handling, OS&D procedures, compliance with various other motor carrier safety regs. 390, 391, 382, 394, 395, 396 and 397.
- Authoring, publishing & administering log training program & retraining/counseling programs for drivers with out of service and other log violations that become apparent from the audit process
- Monitor hours of service in Operations dept. & review as necessary with individual personnel
- Run, review and take action on daily Hours of Svc Report (DRHRS, F6 for all, F12 for Individual) or section 5 under the dispatch menu
- Conduct/assist new driver orientation or 4 hour company log course, & 4 hour retraining for offenders, & issue certificates or completion or maintain completion log on retraining
- Provide hours of service training and refresher training for in-house staff personnel q Update monthly statistical reports on hours of service status for over 11, 14 & 70 violations
- Order and secure on a quarterly basis, the Federal Highway Out of Service and Vehicle Inspection contractor report & audit this against daily logs
- On a monthly basis review all accident register entries, compare to logs, take action accordingly and post completion to the register; ensuring all accidents are logged on line 4.
- Regularly as necessary complete a missing logs listing for both Tram and Long Haul divisions and provide copies to operations personnel for action; followup & secure missing logs & ensure they are obtained, or issue final violation letters accordingly
- Ensure log scan program is working properly and parameters are set for compliance, compression
- Author & publish fleet messages pertaining to hours of service as part of a continuing education effort
- Provide names of offenders for counseling scheduling for the daily truck status report to the staff
- Coordinate with Federal Highway on any compliance issues, participate in audit activities & provide administrative assistance when and where necessary during compliance reviews.
- Coordinate with operations dept. in scheduling of drivers for log counseling, and provide accurate information so that load assignments can realistically be made for individual drivers.
- Assist or Oversee the drug & alcohol screen program including obtaining necessary qualifications for specimen gathering, administration of two hour staff course/program for recognizing the symptoms of substance abuse, maintain certificates and periodic retraining as necessary. (Decision Point Mgmt Program)
- Administrate HazMat Tng program, correct tests & administer periodic retraining every two years
- Handle overflow of OS&D reports, completing reports, coordinating actions with ops & finalizing
- Handle accident reports as necessary from drivers, & coordinating with Insurance company
- Assist with insurance renewal negotiations & in preparing the annual risk mgmt bid package
- Assist with variety of safety & compliance related tasks such as file review & content, unemployment claims, labor claims, accident investigation, termination activities & reports, probationary actions on drivers, passenger insurance program, handling of chargebacks on driver equipment damages
- Perform recruiting duties as required on Mondays, Tuesday mornings or as necessary
- Switchboard fill-in duties as required
- Orientation backup for log presentation
- Data entry of logs for Artex, including paper audit. Do the missing log report, terminated files
- Conduct month to month, semi-annual review of driving records forms, including running MVR's
- Assist on the passenger program
- Monitor shop safety program, including emergency evacuation plan, first aid kits, shop safety equipment, goggles, earplugs, respirators, masks, welding protection, etc., keep MSDS book up to date and monitor shop daily inspections on powered equipment, and weekly shop safety inspection program.
- Manage trailer classification codes in sessions to ensure trailers are properly grouped for fleet assignment and maintenance schedules
- Manage trailer inventory and maintenance scheduling program - oversee and ensure that each trailer is routed into SSC for periodic maintenance, and any equipment involved in accidents or incidents is investigated and routed to SSC to verify condition/repair needs. Utilize daily printouts to continuously view trailer locations.
- Oversee pallet program and view/control pallet invoices, verifying exchanges, counts, location, price per pallet from various customers
- Manage tire damage/replacement program - investigate tire invoices regarding ruined tires to determine cause and conduct chargeback/counseling program with drivers or parties responsible for the damage
- Assist with maintenance warranty return program - inspecting, verifying warranty, tagging and exchanging warrantable parts for both tractors, trailers and refrigeration units.
